چکیده
The railroad industry was substantially deregulated by the Staggers Act in 1980. While railroad rates, as measured by industry-wide revenue per ton-mile, declined since that time, it is unclear why rates declined. Changes in commodity mix, length of haul, shipment size, lading weight, equipment ownership, railroad costs, competition from other modes, and demand for railroad transportation have all played some role. This paper assesses the importance of each of these factors in explaining the decline in railroad rates since the Staggers Act. After controlling for changes in commodity mix, the analysis indicates that shippers received nearly $28 billion per year in rate reductions as a result of changes that took place between 1982 and 1996. The reduction in productivity-adjusted railroad costs explains almost 90% of the reduction in railroad rates, with other factors playing much lesser roles. Ó 2000 Elsevier Science Ltd. A heuristic procedure is developed to assign buses to transit centers (garages) in such a way that all the buses on a particular route are assigned to a single transit center. This research builds on an optimal mixed integer programming location/allocation model that splits the bus assignments when capacity limitations were reached at a transit center. The heuristic procedure adopts a two-step ...

This paper analytically examines the improvement of supply chain coordination (SCC) through more eective information exchange and consistent forecasting. It shows the negative impact that independent actions taken by members of a conventional supply chain typically have on order release volatility and forecast error volatility. Such increases in variation are argued to pose tremendous planning...

This paper shows that ``strict'' ®nancial break-even for airports may not be socially desirable. To maximize social welfare, airports should be allowed to take losses or make pro®ts at dierent times while achieving break-even only in the long run. In particular, with economies growing over time, socially optimal pricing for a new airport can involve de®cit in its early years and surplus in its...

Compared with technical research on ships, there is lack of systematic data and research on maritime labour, their number, education and manning eciency. Due to the high mobility of the profession and complication of jurisdictions, there is no exact ®gure of the number of seamen worldwide. This paper establishes a method to estimate maritime labour worldwide as well as on open-registry ̄eets. ...

This paper uses the implications of Samuelson's spatial equilibrium model to analyze transportation rates for steam coal delivered to electric utilities in the United States. The analysis indicates that transportation rates declined in every year but two since railroads were substantially deregulated in 1980. While some utilities may have experienced some rate increases, coal-®red electric util...
